Radiator not heating: causes, bleeding, flushing and prices in Moldova (2026)

In October 2026, in Chișinău, a radiator not heating usually has air in it, sludge at the bottom or a stuck valve, or the block's heating is not on yet: Termoelectrica connects a block only when its administrator asks. Bleeding with the Mayevsky valve takes 30–60 seconds and needs no plumber; fitting a radiator costs 400–1,000 lei in labour on most price lists, flushing a heating system 500–1,500 lei. Removing, flushing and refitting 5 radiators with new valves comes to ≈4,000–10,250 lei by our calculation.

In short

  • Air first: a radiator cold at the top is bled with the Mayevsky valve: a quarter turn, 30–60 seconds, until water runs without bubbles.
  • Cold at the bottom means sludge: bleeding won't help; with Chișinău's hard water, remont.md advises flushing every 3–5 years.
  • Blocks of flats: the administrator asks Termoelectrica for heat and pays to repair the shared system if it is at fault (ANRE).
  • Own boiler: cold pressure is usually 1–1.5 bar; below 0.8 bar, top up before starting the boiler.
  • Prices: fitting a radiator 400–1,000 lei, removal 50–700 lei, system flushing 500–1,500 lei, a thermostatic head 150–400 lei.
  • Example: 5 radiators removed, flushed and refitted with new valves, ≈4,000–10,250 lei.

Radiator not heating: where do you start?

Touch the radiator top and bottom and the pipe feeding it, then ask the neighbours on the same riser. If only yours is cold, the cause is usually in your flat; if the whole riser or block is cold, it is for the administrator or supplier.

Block of flats on district heating: who is responsible and whom do you call?

On 15 October 2026, Termoelectrica (opens in a new tab) said it could connect Chișinău's blocks regardless of when the City Hall issues its season-start order, at the request of the administrator, who submits a technical readiness sheet. Connection takes about 3 hours, yet on 23 October only 10 residential blocks (opens in a new tab) had heat. A block whose administrator missed the 1 October deadline for the consumption-sharing method is not connected before 1 November (FAQ (opens in a new tab)).

Under ANRE Regulation No. 23/2017, the season starts after three days in a row below +10 °C between 18:00 and 6:00; residents can ask in writing for heat earlier. For living rooms, Termoelectrica cites a minimum of +18 °C.

  • No heating in the whole block: the administrator (housing manager) requests it for the residents.
  • Whole riser or the ends of the block cold: the administrator again, who answers for how heat is shared out in the building (Termoelectrica).
  • Breakdown or leak: Termoelectrica's dispatch service (opens in a new tab), 24/7, on (022) 441 138; call centre 1300 or (022) 447 447; Viber 069 444 144, for messages, photos and video only.
  • Only your radiator: under Government Decision 281/2024, as quoted by Termoelectrica, residents repair installations inside flats and the housing manager those in common areas, the technical floor and the basement.

If the shared system is at fault, the administrator repairs it at its own cost; if the supplier delivers heat below standard, the administrator demands a fix (ANRE (opens in a new tab)). Consumers are entitled to the supplier's 24/7 phone line, printed on the bill, and to compensation for damage from breaches of quality parameters (ANRE (opens in a new tab)). Heating networks are common parts (Condominium Law No. 187/2022), and Government Decision 281/2024 bans building risers into walls.

Bleeding radiators with the Mayevsky valve: how do you do it safely?

After the summer, air is the most common reason a radiator heats only at the bottom or not at all (remont.md (opens in a new tab), 09.10.2026). You need a Mayevsky valve key (or a screwdriver on some models), a cloth and a cup.

  1. 1

Switch off or keep clear of hot water

With your own boiler, switch the heating off and let the radiators cool (Vaillant (opens in a new tab)): the water can scald. In a block the heating stays on, so work slowly and keep your hand out of the jet.

  2. 2

    Place the cloth and cup

Under the small valve at the top of the radiator, at one end. Water from old radiators can be dirty.

  3. 3

    Open a quarter turn

Anticlockwise. Hissing means air is escaping.

  4. 4

Close when water runs without bubbles

Usually after 30–60 seconds. Don't let water run to get the radiator going: ANRE bars consumers from forcing circulation by drawing off heating water, which is treated water (Termoelectrica).

  5. 5

    Check the pressure

In a two-storey house, start upstairs. After each radiator, the boiler pressure should stay at 1 bar or above; if it drops, top up a little at a time (remont.md).

When to stop bleeding

If the air returns within days, remont.md names three causes: joints drawing in air, internal corrosion or a faulty automatic air vent, which need a diagnosis. In a block, if the whole riser is cold, the air must be let out of the shared system: tell the administrator.

Cold at the bottom: when do you need radiator flushing?

Warm at the top and cold at the bottom means deposits: iron oxides and limescale settled at the base. Ideal Heating (opens in a new tab) blames sludge in 99% of such cases, and bleeding won't remove it; if radiators stay cold after bleeding, Vaillant recommends a professional flush.

  • Chemical: a cleaning agent circulates for about an hour, then the water is drained and replaced (Ideal Heating). It suits your own boiler system; in a block, the riser water belongs to the shared system.
  • With removal: the radiator comes off, is flushed with a water jet and refitted; in a block, once the administrator drains the riser.
  • Under pressure, whole system: a pump pushes water through all radiators at once, useful when several are cold. One MTender specification (opens in a new tab) asks for hydro-pneumatic flushing and a hydraulic test at a Chișinău institution before winter.

With Chișinău's hard water, remont.md advises flushing every 3–5 years; with your own boiler, a corrosion inhibitor and a magnetic filter slow sludge down (Ideal Heating). Flushing a system costs 500–1,500 lei on mesterulmeu.md (opens in a new tab), though the same page's text says 1,000–3,000 lei.

Is the valve or the thermostatic head stuck?

If the whole radiator is cold but the inlet pipe is hot, check that the valves are open and the thermostatic one is not set too low (Vaillant (opens in a new tab)). Thermostatic valve pins often stick after a radiator has been unused for a while, Baxi (opens in a new tab) explains: take the head off and see if the pin moves; if not, ease it with pliers or call a plumber. Don't unscrew the valve body.

A thermostatic head costs 150–400 lei (remont.md); Svoy Santehnik charges from 200 lei to replace a Mayevsky valve or thermostatic regulator. With vertical risers, per-flat control is limited: Termoelectrica presents it as a benefit of horizontal distribution, which about 80 Chișinău blocks (opens in a new tab) have. Before fitting one on a shared riser, ask the administrator whether it would cut the neighbours' heat.

House with a boiler: pressure, pump and balancing

  • Pressure: cold, usually 1–1.5 bar; below 0.8 bar top up before starting the boiler, and above 2 bar cold the expansion vessel is probably not coping (remont.md). Top up to the value in the manual, as Bosch (opens in a new tab) advises.
  • Pump and settings: the circulation pump starts with the boiler and should vibrate slightly under your palm (remont.md). Vaillant says to check the boiler isn't set to hot water only, and to look at its schedule and error code.
  • Balancing: if radiators near the boiler are hot and distant ones barely warm, open all valves, wait 30–40 minutes, then close the hottest ones' flow valves a quarter turn and repeat every 20 minutes (remont.md).
  • Expansion vessel: if pressure jumps when heating and the safety valve releases water, the vessel is to blame; replacing an 8–12 l one costs 600–1,200 lei with labour, a safety valve 200–400 lei with the part (remont.md).

An annual boiler service costs 400–800 lei (remont.md); certificates, gas operator tariffs and parts are in our gas boiler servicing guide.

Is the radiator too small or wrongly connected?

If the radiator is hot but the room stays cold, the issue is output or heat loss. Svoy Santehnik (opens in a new tab) cites too few sections, a poor position and weak circulation as reasons to replace radiators. Data-sheet output is measured with a top-to-bottom connection and a 70 °C temperature difference (RIFAR Alp passport (opens in a new tab)), so other connections or cooler water give less heat. Svoy Santehnik adds sections from 50 lei each, but RIFAR advises against adding or removing sections and voids the warranty. Check windows and walls too: insulation prices, adjusting PVC windows.

How much does radiator work cost in 2026?

Amounts are in MDL, labour only, from 9 public price lists checked on 29.10.2026; the benchmark is our estimate of where most lists cluster.

Parts at EuroSanteh (opens in a new tab): a pair of EMMETI angle valves (flow and return) 180 + 170 = 350 lei; a 500 mm bimetallic section 167–483 lei (list (opens in a new tab)); a mounting kit 245–279 lei. Svoy Santehnik's minimum call-out is 300 lei, nights add 500 lei, and having the plumber buy materials costs 100–200 lei; AerConfort (opens in a new tab) advertises heating work from 800 lei, done in 1–3 days.

Example: how much does flushing 5 radiators in a 3-room flat cost?

Assumptions: a 3-room flat in a Chișinău block on district heating, with 5 old cast-iron radiators still cold at the bottom after bleeding. The administrator drains the riser; the plumber removes the radiators, flushes them, fits flow and return valves and refits them; then the riser is refilled and bled.

Example: 5 radiators removed, flushed and refitted with new valves (MDL)
Itemremont.md: min–max (average)Euroremont-MD
Removing 5 radiators5 × 250–700 = 1,250–3,500 (2,000)5 × 50 = 250
Refitting them5 × 400–1,000 = 2,000–5,000 (3,000)5 × 400 = 2,000
5 pairs of EMMETI valves (EuroSanteh)5 × 350 = 1,7501,750
Total5,000–10,250 (6,750)4,000

Our calculation, not a quote. Flushing itself is not a separate line on the lists: ask whether removal and refitting include it. Riser draining and refilling are not included, in case the administrator charges for them.

With topmaster.md averages (230 lei removal, 404 lei fitting), the total is 5 × 634 + 1,750 = 4,920 lei. If two radiators are rusty or too small, compare two new 10-section bimetallic radiators: 2 × 10 × 167–483 = 3,340–9,660 lei for the sections, plus kits (490–558 lei), valves (700 lei) and labour (1,300–3,400 lei on remont.md): ≈5,830–14,320 lei.

Can you replace a radiator in the middle of the heating season?

Yes, but in a block only with the riser temporarily shut off, says EuroSanteh (opens in a new tab), allowing 1–3 hours per radiator; the riser itself is replaced only off-season (Svoy Santehnik (opens in a new tab)). ANRE requires consumers not to alter a block's heating installation without a technical design agreed with the supplier.

  • The day: agree it with the administrator, who shuts off and drains the riser; meanwhile the other flats on it have no heat.
  • Flow and return valves: the RIFAR Alp passport (opens in a new tab) requires that the radiator's inlet and outlet can be shut off; ask how the riser keeps circulating when they are closed.
  • Restart: open the valves slowly to avoid water hammer (RIFAR).
  • The radiator: for district heating, EuroSanteh recommends bimetallic radiators, which withstand high pressure.

What should you check with the plumber before and after the job?

Checklist

  • The quote separates labour, parts, call-out, night rates and buying materials.
  • The plumber knows whether the system is one-pipe or two-pipe and how circulation is kept.
  • They explain the flushing method (chemical, removal or pressure) and where dirty water goes.
  • In a block, they have agreed the riser draining with the administrator.
  • After fitting, they test for leaks and bleed the radiator.
  • The warranty is written; EuroSanteh, for example, advertises up to 5 years on fitting.
  • Keep the receipts: a RIFAR claim also needs the consent of whoever operates the system.

Chișinău, Bălți, Cahul and villages: what differs?

  • Chișinău: Termoelectrica supplies heat at the administrator's request; the Ministry of Energy (opens in a new tab) announces 2,510 individual substations and horizontal distribution in 1,665 blocks, in a €326 million project.
  • Bălți: the supplier is CET-Nord; phase two of its project plans substations in 166 blocks and horizontal distribution in 296. ANRE's rules are the same.
  • Cahul, other towns and villages: where there is no district heating, the system is yours from boiler to last radiator. Published lists are from Chișinău; we found none for Bălți or Cahul.
  • Travel: districts often add 100–200 lei just for the trip (remont.md, on appliance repairs), and Svoy Santehnik prices even Stăuceni, Durlești or Ialoveni separately: group jobs into one visit.

Where the figures come from

On 29.10.2026 we checked remont.md's catalogues (heating, 27.10.2026; plumbing, 23.09.2026) and articles of 06.10 and 09.10.2026, topmaster.md (29.10.2026), mesterulmeu.md (February 2026) and the lists of Svoy Santehnik, Manole, Euroremont-MD, LumeaMeșterilor, AerConfort and EuroSanteh: 9 lists of asking prices, not amounts paid. From topmaster.md we used only averages for fitting, removal, filling and pumps: its minimums of 17–72 lei sit far below the other lists. We found no published price for flushing a single radiator. Rules come from ANRE, Termoelectrica and the Ministry of Energy. Next update: January 2027.

Frequently asked questions

Why is my radiator not heating?

Usually air: it is cold at the top and bleeding fixes it. Cold at the bottom means sludge and flushing; cold all over with a hot inlet pipe, a closed or stuck valve. If the whole riser or block is cold, call the administrator, who asks Termoelectrica to connect the block.

How do I go about bleeding radiators?

Hold a cloth and cup under the Mayevsky valve, open it a quarter turn anticlockwise and close it when water runs without bubbles, usually after 30–60 seconds. Switch a boiler off first, then check the pressure is still at least 1 bar.

How much does radiator flushing cost?

Flushing a heating system costs 500–1,500 lei on mesterulmeu.md (1,000–3,000 lei in its text). None of the lists we checked prices a single radiator; with removal you pay to take it off (50–700 lei) and refit it (400–1,000 lei). Five radiators with new valves: ≈4,000–10,250 lei by our calculation.

Whom do I call if there is no heating in my block?

The administrator: Termoelectrica connects a block only at their request. Report breakdowns and leaks to Termoelectrica's 24/7 dispatch service, (022) 441 138, or to 1300. If the building's system is at fault, the administrator pays for the repair (ANRE).

What pressure should a boiler have?

Cold, usually 1–1.5 bar; below 0.8 bar top up before starting it, and above 2 bar cold the expansion vessel is probably faulty (remont.md). The exact value is in the boiler manual.

Can I replace a radiator in winter in a block of flats?

Yes, once the administrator shuts off and drains the riser; fitting takes 1–3 hours (EuroSanteh). Any change to the building's heating installation needs a technical design agreed with the supplier (ANRE).

How much does fitting a radiator cost in Chișinău?

Usually 400–1,000 lei in labour: averages of 600 lei on remont.md and 404 lei on topmaster.md, 600–800 lei at Manole, from 700 lei at Svoy Santehnik and 2,500 lei at EuroSanteh for a bimetallic radiator. The radiator and valves are extra.
